| TELECOMMUNICATIONS CONSULTING SERVICES |
Flagship Solutions, Inc. (FSI) provides a variety of telecom consulting services to our clients, dependent upon their specific needs. Some areas of support include:
- Expense Evaluation
- Expense Reduction and Auditing
- Bids and Negotiations (Service and Equipment)
- Expense, Inventory, and Service Management (Telemanagement)
- Service Optimization
- Strategic Planning
The level of support depends upon each client’s requirements. FSI projects range from task-order arrangements to full-scope contingency-based projects.
The cornerstone of FSI’s telecommunications consulting services is the Telecommunications Improvement Project (“TIP”). These projects generally involve most of the elements of the support areas listed above.
TIP is a comprehensive, detailed program that utilizes a three-phase approach. The following is a brief description of this approach.
Phase I - Analysis, Design and Development
This phase concentrates on gathering and analyzing data from accounts payable files, reviewing all telecommunication’s contracts, and evaluating telecommunication’s practices within the client’s enterprise. General areas of evaluation include:
- Client’s Needs
- Telephone Equipment (Hardware and Software) and Maintenance
- Local Service
- Long-Distance (Voice and Data) Service
- Wireless phones and Wireless Data Devices
- Conferencing
- Client’s Practices
FSI develops a baseline of all telecommunications costs while conducting a preliminary inventory of a client's telephone lines and circuits. FSI looks for potential service and usage optimization as part of the evaluation. Additionally, FSI looks for billing errors for potential cost recovery from the associated vendors.
At the conclusion of this phase, FSI presents the client with a written report summarizing:
- Observations
- Recommendations
- Options
FSI reviews this report in detail with the client and requests approval for implementation of the recommendations prior to proceeding with Phase II.
Phase II - Implementation
Following the strategies and priorities set in Phase I, FSI develops client-approved plans to implement savings for each of the identified areas of expense reduction and process improvement. Typical implementation areas include:
- Obtaining and Analyzing Bids
- Negotiating New Contracts
- Procuring Credits from Vendors
- Optimizing Line and Circuit Configurations
- Optimizing Wireless Service Programs
- Removing Unused Equipment or Services
Phase III - Monitoring and Adjustment
Occasionally, the "telecommunications savings plans" require adjustment or expedition. For this reason, and to ensure that the client’s savings remain on track with our projections, FSI monitors the client’s expenses upon completion of Phase II and provides detailed documentation supporting all cost savings and/or cost recoveries. During this phase, FSI also provides suggestions for further improvements, if appropriate, and assists a client’s staff with any problems encountered, providing clarification with respect to any of our recommendations.

NICHE AUDITING SERVICES
Flagship Solutions, Inc. (FSI) provides niche auditing services to clients, dependent upon their specific, unique situations. Generally, a myriad of complex taxes and other little-known benefits exist that often result in missed opportunities and unnecessary costs that can range from small amounts of money to staggering sums.
Niche auditing does not work for everyone, but it can mean surprisingly significant economic advantage to those clients when something is brought to their attention that previously flew under the radar.
Generally, FSI can determine whether such niche auditing services can work for companies merely by reviewing a few bills or getting answers to a limited number of questions to see if a little-known advantage is available.
This type of service is done strictly on a contingency basis, so the fee for such services is paid for by refunds, credits, bill adjustments, and savings (often perpetual in nature—while the fees are for a limited time only). It’s a win-win situation if ever one existed.

ENERGY CONSULTING SERVICES
Flagship Solutions, Inc. (FSI) provides energy consulting services to our clients, dependent upon their specific needs. Utilities and the law make it clear that utilities are not obligated to select the best or even good rates for their customers; therefore, “errors” and “overcharges” are common. You could seek help from the utilities, but that would be like hiring the fox to guard the chickens.
Areas of FSI support include, but are not limited to:
- Expense, Rate, Tariff, and Contract Analysis
- Expense Reduction and Auditing
- Bids and Negotiations (Service and Equipment)
- Bill Consolidation

At the conclusion of this phase, FSI presents the client with written recommendations if possible savings, credits, refunds, and/or bill adjustments (“Savings”) are found. FSI reviews its recommendations in detail with the client prior to proceeding with Phase II.
Phase II - Implementation
